External HD not showing in my computer but shown in Dev Mgmt

I can hear the drive running, A sound is made when i plug in the device, and I am able to eject it, but the drive does not show up in "My Computer". I know the drive is not faulty, and I know the adapter is working too. This is a IDE to USB adapter in a Seagate drive. The drive is ST316021 as shown in the photos below. I can't get it to show up in my computer. All I can think is maybe virtual clonedrive is interfering with the auto-assigned drive number? C:/D: Is my partioned original drive, F: is a different bare drive I have internally. E: is cd-rom and K: is virtual bluray. The seagate is missing for some reason.
    What can I try?

Can you post a screenshot of disk management with that drive connected,

Disk Management - Post a Screen Capture Image

It sounds like it doesn't have a drive letter,

So this is strange. I just plugged it back in with all the cables and it worked.
The first time I tried, the drive was already powered on before inserting the USB cable.
This time, the drive turned itself on after I inserted the USB cable. It seems to only recognize it when the USB port powers on the drive.
I remember this happening a really long time ago even on my old windows. Not sure what that could be.

I attached the screenshot anyway, although it is probably not as helpful now. Now labeled the M: Drive.

Looks fine now. I guess it was just a temporary gremlin.
