New PC won't detect external HDD/USB's

Just built my new system. Had Windows 8.1, but downgraded to Windows 7 because of some compatibility issues. Everything was fine on 8.1, everything was recognized. When I installed Windows 7, nothing. I need to install my WIFI and Ethernet drivers which i have on a USB, but I cant install them since the USB doesn't get recognized. I've checked on Device Manager, and Disk Mananger(Forgot the name) and it doesn't even show up. On my external Hard drive, the light DOES come on, so there's obviously something there? Please help, in desperate need.

P.S, no DVD drive. Also tried connected SSD to my Laptop and transfering driver WIFI files to SSD on laptop then connecting SSD to PC, didnt work. Hoping it's just some BIOS options, I have the ASrock Extreme4 z170.

Does it say USB Not Recognized? or are you seeing the driver install fail?

If it's specific to USB HDD and flash drives could be the usb storage driver is corrupt (so driver install fails)
