Windows Webcam only available when running as Administrator

On my Windows machine, my webcam is only available if I "Run as Administrator" in any application like Skype, Live!Central or any other webcam app. They only work when I run the app as Administrator.
I have a Rocketfish RF-HDWEBLT WEBCAM Latest drivers and live!central (Rocketfish video app)
I can see the camera in my Device Manager but I can't get the camera to work. Here's what I've already tried:
Uninstall drivers and and all Rocketfish apps..reboot..install drivers and apps..reboot
Uninstall drivers and and all Rocketfish apps..reboot..install brand new webcam...reboot
Uninstall all anti virus
Disable windows firewall
