I have a Desktop computer at home and I don't understand why my fans are making such noise as well as spinning fast all the time? I must admit that I crank my heater wide open in the winter because its cold here in Canada but I'm not sure if that has anything to do with it! Any idea why Computer fans can behave like that?

You say "all the time". Do you mean that literally?
How heavy a load is on this PC when it's fans are loud?
What's the temperature in the room? It makes a lot of difference if your room temp is 27 (81 F) rather than 22 (72 F).
Assuming the fans are working as intended, they are spinning fast all the time in an attempt to remove heat from the case. As they should.
You've got an i7 CPU. They on average run hotter than an i3 or i5. What i7 do you have?
You should run a program such as HWinfo so you can get some actual numbers for fan speed, CPU utilization percentage, and CPU temperatures.
It's entirely possible nothing is wrong, but we can't say because we don't know your room temps, work load, or if this is a new or long-standing problem. Fans SHOULD spin fast under certain conditions.
If this is a recent problem, it may be that your fans are failing and making unusual noises because they are failing.
What fans are noisy? PSU? Case? Cooler?
How many case fans? We don't know anything about your airflow in general.
You may have small fans that must spin at high rpm to move much air. You may have mediocre fans that are noisy under the best circumstances. We don't know anything about that yet.

I have my desktop fan set to maximum speed at all times 'cause heat is an enemy of all domestic electronics. For me, the noisier, the better 'cause that means the fan is providing the maximum cooling it can provide. Now, if the noise includes bearings-wearing-out noise, that's not a good sign. Because your room needs a heater, perhaps consider having a 5-8" AC-powered desk fan blowing air away from the desktop, the more air circulates, the room is a little more cooler.
Incidentally, if you also own laptop[s], have a usb external cooling assembly also for laptop[s].
