Front USB ports/hub keep computer from power-off

Basically, I recently installed a 5.25" USB hub that has 4 USB 2.0 ports and 2 USB 3.0 (which are not connected). Ever since I connected the USB 2.0 ports to the motherboard, the computer will not sleep properly or shutdown completely. It causes the video card fan to continue spinning very slowly, as well as trickle power to the fans and the PSU LEDs also stay on. This happens with sleep, hibernate, and shutdown, so it's clearly not software related. If I want to fully shut the computer down, I must hit the switch on the PSU or else it will continue doing what I said above.

The reason I'm so concerned about this is I don't want the low voltage power to burn out my hardware. Why and or what is causing this to happen? Why would the USB ports do this? They are no different than my case's ports. P.S. This does this if nothing is connected the ports regardless.

    Any help is greatly appreciated!

After removing the cable, it works like normal, like I figured it would. Hopefully someone can help on this issue. It is quite annoying because I can't hibernate or standby my computer, my hibernation is messed up (that's another story for another thread) so I would have to shut it down to prevent any damage.
