Bluetooth device Operations and Settings broken?

Hello everyone this is my first post and apologies if I am not following the rules but I need some support asap.
For the longest time the bluetooth on my HP laptop has not been working. It is an HP probook 450 G2 with an i5 processor.

This is what I am seeing when I try to connect to a device.


I have uninstalled and reinstalled every driver. And the bluetooth start up service is enabled and says its working. I'm at the end of my limits so I decided to ask for help here. Any additional info you may need please just let me know
