Rumble pad problems

Ok my pad was working fine last year on my previous install on windows 7, THIS TIME when i go into the test properties for the pad it will move all directions and recognise all buttons but it will not detect the rumble like it did last time, it knows it a saitek rumble pad it just will not detect rumble, HELP
