Windows 7 OS with admin rights (group policy not installed)

Hello to the forum, I would apprechiate some help.

Q.
How to stop external hdd OS writing to a drive (without express permision or blocking totally) and controlling overal access.

Or needing the windows admin password to access the drive.

I understand group policy (gpedit.msc) does this but its not installed, which leaves doing something with permissions in the security tab
