Disk Managment Hot Swap not working and Action Menu's Grey'ed out

Windows 7 Pro 64bit.

Hello,
1st post in long time as mostly got win7 under my belt these days, however.

For some reason Drive Hot Swap has stopped working on all my three main PC's, so I had a google and found that Disk Management->Action->Rescan Disks rescans and finds the new disk on TWO of my PC's.
However on my main workstation the Disk Management->Action menu is Greyed out.

So:

1 Why has Hot Swap recently stopped working please, has MS put out an update that has clobbered it.
2 Any ideas on how to fix the Disk Management->Action menu is Greyed out please.

Hello,
So testing about and have a little more info:
If I start Disk Management from Right Click My computer etc, then the Action menu is greyed out.
However if I start Disk Management from Start Menu diskmgmt.msc then the Action menu is NOT greyed out.
Any ideas please?

Not sure you did not comment on my question
Go to control panel and indexing options
Are any of the hdd's indexed ?
