System rebooting with mouse plugged in

This isn't a BSOD, but might as well be, so is probably the best fitting section for this.

I recently bought a new mouse (PowerCool Lightning), and if the mouse is plugged in to ANY USB port before the system is powered up, it will reboot during the Windows 7 Logo before it has chance to load, and go in to a bootloop. However if I boot up the machine without the mouse in, and then plug it in once Windows has loaded, it works fine.

I have done a fresh install of Windows 7, which hasn't helped, and I'm tempted to upgrade to W10 as I have a license but I'm worried that won't work, either. To see if it was a hardware issue I booted Linux as a LiveUSB, and Linux handles it fine. So it seems to be a Windows problem. All Event Viewer complains about is that there was a dirty shutdown.

You may have to go online to find the driver &or software to enable the mouse.

In may case, windows cannot detect the mouse when slot to any USB ports.
After install the software, the mouse then able to work. (for Toshiba laptop)
But on another laptop, the software is not need and able to connect without problems. (for Sony Vaio laptop)
