Hi and welcome to SevenForums,
Possibly it's just Chrome and the setting to use hardware acceleration when available ?

Did you do a clean install or just moved the SSD from the old to the new?
- As told on post 9, check Device Manager, Task Manager etc
- Run memory test (ALWAYS unplug the PS power cord and wait 1/2 minute to discharge capacitors when attaching / detaching memory)
- Run check disk on the SSD and HDD

I did a clean install, the SSD is new, I even did a format on both the SSD and HDD, Device Manager shows no problems, task manager shows no problems, the capacitors are not the problem tested the memory it's OK. Changed the operating system, same problem.

I just can't figure it out...

Did you run Check disk on the SSD and HDD?
Did you install Win 7 on UEFI mode?

You have to try to run on lowest resources to find out the problem.
Start with BIOS
- If you did any kind of overclock, set it back to standard.
- Have a close look at your BIOS settings. Disable any hardware that is not in use. For example ASMedia PCIe SATA controller, serial COM, etc.
- Run MSConfig and on services tab, disable all services that are not MS.
- Disable your anti virus, Skype and any other background software.

How do I delete these specific components from the system partition?
I originally partitioned my Toshiba NB205-N210 for Windows XP, so I only gave the system partition 8GB. Recently I installed Windows 7 Ultimate (x86) and of course 8GB is too small for it to really work well. This is even if I have enabled "compress files" for C: and I've already removed...
