80 is too high-my old desktop shut off at 75. If the stock paste isn't working you can get silver compound. Also if you just put it on check the amount. If you put on too much heat isn't dissipated. You only need a thin layer. How are your fans directed? It would be best if the one on the front blows in and the one on back blows out. Also since heat rises I would put one on the top of the case blowing out if you have a hole there.

Hi,
You must got a bubble or bubbles in the paste ?
What type of paste ?
Arctic silver 5 is I guess the best thermal paste.

Hi,
Sort of but it might look like that after pulling it off.

60-70 doing nothing says we need to look at resource monitors read out with the overview section possibly the update system is running a muck ?
Click Start and type in the search box
resource monitor
Hit the enter key or click on that suggestion.
Post a screen shot
If you see svchost.exe
See if these updates are installed KB3020369 & KB3172605
If not manually install them
When manually installing updates you need to switch your update settings to Never check for updates and restart the machine first.
Windows Update Settings - Change
After restart verify that the windows update service is not running if it is Stop and switch to Manual apply and okay.

Make sure KB3020369 is installed if not manually install it this is the main article page with all versions,
https://support.microsoft.com/en-us/kb/3020369
