Problem opening up device & printers

Hello, Seem I only make contact when I have a problem. I'm so glad you guys are here.
Anyway, While I opened up the control Panel - hdwe and sound - devices and printers , to check on a printer glitch on my wife's pc ( dell inspiron win7 ) I noticed that it took nearly 5 minutes to load and when the green line finally hit the end nothing happened( program did not open up) tiny circle was still spinning.
I tried to open the program up using the device and printer program on start menu and same thing happened.

Any idea what's going on ?

Thanks for the reply ICIT2LOL, Maybe I didn't make myself clear but I know how to get to that program and yes I should see what is in your screenshot, However , When I try to open it up none of my peripherals load into the program and spinning circle just continues to spin.

Hope that makes it clearer, TIA

Ok I would fist run a couple of scans of the system so try these
SFC /SCANNOW : Run in Command Prompt at Boot

    Disk Check < I prefer option 2

The SFC is also best run for at least three runs
