A clicking /ticking HDD always indicates a hardware failure. No software solution will work in such cases to recover the Data.

You can check the health of your drive with Western Digital Datalifeguard Diagnostic for Windows Software and Firmware Downloads | WD Support.

If the HDD is not recognised at all or after recognition the tests fail, no DIY data recovery is possible. You have to consult Western Digital Data Recovery Partners for professional data recovery, more so since the Passport drives are hardware encrypted. Data Recovery | WD Support
