Not sure I can help much, but what make of dongel is it? I've got a netgear dongle, WG111 v2, and it's an absolute bleep bleep to get to work on WinXP Home. However, to my amazement, when I first ran it on Win7 32bit, Windows auto detected and loaded the drivers! All I had to do was put in the WAP password to my wireless router/modem. It connects first time every time. Still hard to believe the difference the new OS makes. My son's a PC techo, and when I told him, he said: "Yeah, and it only took Microsoft 4 versions of OSs before they got their act together!"
Might pay to delete all drivers, and programs associated with it. Run a good antivirus software if you haven't already done that. And also a good registry cleaner like ToniArts Easy Cleaner, or Glary Utilities, which I have found to be very safe. Then turn your PC off, install the dongle in the USB drive, reboot and keep your fingers crossed.
