Create New Partiton+System Restore=Locked out (theory)

iv actually solved this, but i was wondering if someone could tell me WHY this happened?

basically this is what happened: I created a new Partition for my important work files, and locked it with Bitlocker, then due to a borked network card driver install i had to do a system restore, and i restored it to before the new partition was created, upon attempting to access the new partition, was told "access denied"

hoho, thinks i, no problem, need to take ownership again, cant do it in windows for some reason, so i boot into safe mode as "Super Admin" as i call it (the safe mode admin account) again cant take ownership, again access denied....



so in desperation i disable UAC, suddenly, i have permission and can access it again, change security permissions to enable me to access it, and got on with my day,

what id like to know, is why couldnt i get into it through safe mode? i checked the security tags and "Administrator" had full control, so why couldnt safe mode get to it? but UAC off could? as i said this isnt actually an issue, id just be interested so i know in the future,
