Windows 7 Speech Recognition Errors ;[

Hi, I've been looking online for a fix to this problem but none of it seems to work for me =\
Whenever I start up Voice Recognition it gives me this error

Speech Recognition could not start because the language configuration is not supported...
Then it tell me to check that the user interface language is the same as voice recognition.

I've done the following to try and get this fix :

1) Check the settings
2) Changed locale language to something else then change it back to US
3) Made sure my Mic was setup correctly

And I also did some other things but it just won't work.

Could anyone please help me solve this error

I could train and do the tutorial just fine, it worked perfectly but the Voice Recognition App itself wont want to work :[

I've only installed Windows 7 for only about a week.
I have already run a registry cleaner to my system
I do not know if I installed a language pack or not but I dont believe so

Well It didn't work before I clean the registry, it didn't work AFTER I clean the registry.
why would it work if I do a system restore

oh its okay, Sorry If I sound offensive :P
Do you or anyone have any idea why it's not working?

I've tried all the things I've thought of but none work.

Does Microsoft have the program or driver for the speech recognition?
For some reason the Tutorial worked perfectly, training also worked.

Speech recognition is not working (after very successful training) in real life with Windows 7, 64 Bit.
I have 8 GB RAM and fast Q8200 Intel CPU.
