CD/DVD drive access
My CD/DVD drive disappeared. Fortunately the disappearance turned out to be a case of this:
Your CD drive or DVD drive is missing or is not recognized by Windows or other programs
Therefore I resolved it following the instructions in the linked article. I suspect it was caused by a CD-burning component in Winamp, which failed to install properly. I'm not sure, though, because I haven't tried to use the drive in a month and so don't know when exactly it disappeared.
Afterwards, however, I apparently did not have access rights to the drive - when I tried to open it in Windows Explorer, I got the message "D:\ is not accessible. Access is denied." I could open it with programs that I started by clicking "Run as administrator" (except for Windows Explorer - even running it as an administrator did not help).
I created a new user and the situation was the same.
I checked local policies as described here:

I did not have any such policies set.
Solution and remaining question
It turned out that if I set the following local policies under Computer Configuration to disabled, the drive started behaving normally:
CD and DVD: Deny execute access
CD and DVD: Deny read access
CD and DVD: Deny write access
This solved my problem for the moment, but I'm still not entirely happy, because everything is not as it should be. Apparently the access right to the drive are somehow restricted "by default", which should not be the case. This restriction is overriden by the local policies, but I would still like to return the default rights to normal.
