Wacom Tablet Screen Area Mapping not working in Win 7

I have an older model Wacom Intuos 6x8 tablet (model# GD-0608-U) that I haven't used in a while. I just finished setting it up on my new Windows 7 box. I downloaded and installed the latest driver from Wacom. But the "Screen Area" setting from the tablet properties utility is essentially being ignored. I have two displays - a 24" main and a 22" secondary. I'm setting the tablet to only map to the Monitor 1 screen area (the 24") but it just doesn't make a difference. The tablet keeps mapping to both displays. In other words, I only have half of the tablet area available to work on my main monitor. The other half of the tablet is wasted on the second display. Anyone have a fix? I'm at my wit's end. I can always disable the second display or set the monitor mode to mirroring instead of extended...but that hardly seems ideal.

I've tried restarting, uninstalling and reinstalling the driver, installing an older version of the driver, even looking for a setting in the Windows 7 control panel that might be overriding the Wacom (I didn't see one but I could be wrong). Nothing seems to work.
