Did you go to services (from search) and make sure bluetooth is set to automatic?

I think this has to do with Windows 7 not having the service running, so you need to enable it. Click on Start, right click Computer, click on Manage, browse to Services, and check that the service is started.

Go to device manger, look for any yellow warnings stickers showing problems with bluetooth drivers. Make sure drivers are up to date.
