I see nobody's asked just yet...
But what kind of hardware are you trying to "safely remove" ...
In MY Computer if you select "View as Tiles", "Sort by Type" and "Group by type" (right click functions) you should see two or more groups of hardware shown library style... Only those in the "Devices with removeable media" will show up in the "safely remove" function.
For example... Printers and scanner scan simply be turned off, mice and keyboards can simply be unplugged... I even simply pull my flash drives out when done with them... So far it's never been a problem.
Essentially the Safely Remove Hardware function flushes memory buffers to the device to make sure there's no loss. Other than that, it's really a non-event.
