How am I missing 35 GB?

Windows says I have "238 GB free of 298 GB", but I only can account for at the most 25 GB used in the C: drive.
I did a clean install of Windows 7, cleared the disk space, deleted the windows.old folder, fragmented the hard drive, and deleted that Recovery partition that I didn't need anymore.

Did you delete Windows.old from your Disc Cleanup Utility?

yeah, I think that's what I did. It looked like it cleared up a lot. something like 30 GB from the old version of Windows. is there some kind of error doing it that way?

Go into Disc cleanup and click on the "System Files" tab. Then check all your boxes. See if that makes a difference.
