Can't get com port to work in Win7

One of my favorite programs which I used all the time in XP is giving me fits in Windows 7. The program installed fine, it's just that it doesn't want to talk to the com port. I am using Prolific-based USB-to-DB9 adapters to connect to the device. I have another device that also uses these, and it works fine with its software.

I have a feeling it has something to do with all these multi-level permissions and such. Someone told to install the software and run it as administrator, I've tried that, and just about every other myriad of options with permissions etc, but still can't get this program to communicate with the needed device on the com port.

Does anyone have any suggestions?
