Windows 7: Hardware plug and play takes long time(10 mins)

Hardware plug and play takes long time(10 mins)

I was trying to install my hardware from cd. The first time when i connect the HW to PC through USB port, plug and play starts and this PnP continues for approximately 10 mins.

When i expand the PnP dialog from Systary, it shows that OS is trying to download driver through Windows update.I was only able to install my Hardware, once windows update is done with downloading the driver.

My driver is already present in CD then why OS is looking it for in web.
Is it expected in Windows 7?
Do we have any way to stop this?

The earlier version of OS doesn't behave like this.
