Disconnected devices in Device Manager
How do I enable viewing of disconnected devices in the Device Manager?
I have like 30 WiFi cards installed that I need to remove.

No, I already tried that and all I get is Hidden devices.
And yes, I am using "Run as Admin" cmd.

Let me modify the question cause it seems the problem is otherplace.
How do I get rid of leftover old drivers? Uninstallin in Device Manager does not work because those drivers are no longer listed there.

My understanding of device manager is it's slightly different in Windows 7 as to Vista. You could run device manager directly by typing 'device manager' in the start menu search bar.
If then select 'view' then 'Show hidden devices' this will show hidden devices. You may also need to change the vew to 'Deviced by connection' and see what happens.

No, No. I already did that and can see hidden deviced. However, old drivers to present devices are not "hidden" and they are not to be seen in Device Manager.
Any way to remove them except of manual deleting files?

Be cautious - regsvr32 /u
Let's assume (at all peril): You know the names of the relevant DLL & SYS files. They can be found in the relevant INF files.
Locate and delete them. If you can delete them without having to unreg them, they were not loaded. If you don't know what "unreg them" means, Leave Them Alone!

Add a new enviroment variable:
1) WIN+PAUSE to open 'system'
2) 'advanced system settings'
3) 'enviroment variables'
4) under 'system variables', press 'new'
5) enter "DEVMGR_SHOW_NONPRESENT_DEVICES" under variable name, and "1" under value
6) reboot, device manager should now show all devices.
