Now in regards to upgrading to windows 7 starter personally I would go with xp because it might be faster. But is it likely a better choice to get the 7 starter since it will become more functional in the next few years, and xp will become outdated?

What is the difference between 7 starter and 7 home?
The difference between the 2 is mostly that Starter lacks some Aero effects.

He can also use the Upgrade feature to get Home Premium for about $80 if he decides to do so (at any time).

Windows 7 Ultimate is faster than XP Home on my Dell Mini 9.
OSX Snow Leopard is faster than Windows 7 Ultimate on my Dell Mini 9, just installed OSX a few weeks ago and am impressed.
