I had 64 bits and it always showed 4GB total & available...The only reason I am using 32bits is because Spyware Terminators real time shield does not work on 64 bits windows...( am I losing any performance going from 64bits to 32bits?)
If it's only showing 3 gig usable then most likely the other gig is being used by hardware. You can check in the task manager, performance page and click system monitor, then lok at the memory tab to see where the memory is going.

But yeah to get all your ram for programs you need to go 64 bit. But as you found out there may be a couple of issues that you will have to work (or buy) around...

In answer to a couple of questions:

To help you fill out system specs, I recommend:
SPECCY- System Information Tool http://www.piriform.com/speccy

To determine how much memory you have and how its being used:

HOW MUCH MEMORY DO I HAVE?
METHOD 1
WIN | type MSINFO32 | ENTER

METHOD 2
WIN | type RESOURCE | ENTER | MEMORY tab | PHYSICAL MEMORY section
METHOD 3
WIN + PAUSE/BREAK | SYSTEM section

I prefer Method 2.
