The screenshot karlsnooks posted, might helps you to disable when not in use the Usb Ports...but unfortunatly windows 7 will evaluate itself the time it will low down the selected ports.

I have 2 USB 3.0 devices. When I plug them into USB 3.0 ports, my PC does not see them. When I plug them into USB 2.0 ports they work, though, I'd guess, a little slower than they were designed to.
