Problem with reformatting usb drive

Hello. I have this 2 gb usb drive that I am having trouble reformatting. It used to have a version of Chrome OS on it, but I am trying to get it back to normal so that I can use it as a normal drive again. At first I just tried reformatting it, but it only reformatted the space which was unallocated from Chrome. I just chose the default settings, and it created a 250 mb FAT partition. Next I went into disk management and tried deleting the partition with Chrome on it. It worked. However, now I have an active 250 mb partition and 1.66 gb of unallocated space and I am stuck here. When I go into disk management, all of the options are greyed out (extend, shrink, delete). It seems that I can't do anything at all. Can anyone help me? Thanks.

Try reformatting with the HP usb disk storage format tool.
