Extremely Annoying Boot Problem

The drivers aren't the issue if the screen doesn't come on during the bios post. The ATI drivers you have installed are not used at all during this. Has it always been like this, or only since you OCed the video card? Are you using a laptop or a desktop. Your specs say you have a XPS studio, which I thought were all laptops, but some of your other specs suggest other wise.

As Petey7 points out: set your video card to factory defaults and retest.

All video cards must operate at the very basic BIOS level and they can usually do this without a hard drive attached to the system. The video card is the 4th device to initiate when you turn on your computer (PS - CPU - RAM - Video). It is supposed to initiate before the hard drive. Your card is not initiating and sending any signal until the OS begins to load and the drivers initiate it.

If it can't initiate at factory settings then it may be a defective card. However your BIOS settings could also cause a problem if you have done any changes or overclocking there.

You should be able to get into the BIOS by pressing the correct F key (usually F2 on a Dell) repeatedly right after you hear the POST beep, or if no beep, 1 or 2 seconds after you hear the fans spin up.

If the problem is that you can't see the BIOS even if you get in, then (after you have tried resetting the video card to defaults and testing) you will need to reset the BIOS defaults by (w/Computer shut down) either pressing the reset button on the motherboard, moving the BIOS jumper from pins 1-2 to pins 2-3 and then back, or removing the CMOS battery for 10 to 15 seconds (it's different for different motherboards).
