Apple doesn't permit their operating system to be installed on non-Apple hardware.
You can search the Web on "hackintosh". People have hacked the OS to install on generic PCs, but I don't know whether they've done it on PCs that don't use Intel CPUs. (Current Macs use Intel hardware.) I've also seen a USB dongle that makes the PC look like an EFI system to the MacOS installer, but it costs several hundred dollars, and it's only certified to work with a limited number of PCs.
If you really need to run Final Cut Pro, get a Mac. Steve Jobs demands it. Sorry that I can't be more encouraging.
