Wish you had tried to start up your old Windows 7 on the new mobo as it will start surprisingly often.
Make sure you have latest BIOS version update, or reset the CMOS:

Set the SATA controller to AHCI first, then IDE if necessary.
Swap your RAM sticks, test your RAM with memtest86 for 5-6 passes.
Unplug all USB devices and all other HD's except target HD. Wipe the HD before install:

Test your HD with maker's HD diag/repair CD scan:

This fail is often during the
driver-loading phase and involves the video card
driver. See if you can boot into Safe Mode to install display
driver. Can you try another video card, or default to onboard graphics?
