It is hard to read the mess you jumbled all together in one paragraph without adequate punctuation. If you cannot start organizing your thoughts to communicate one idea at a time then we can't help you much.

If your laptop is new then you have one year's free tech support included from Toshiba and they should correct any problems you're having starting your new computer.

If Toshiba Factory REcovery will not run following the steps given here: Toshiba HDD Recovery Utility, and you cannot make your Recovery disks following the steps given, then you'll need to order Recovery Disks from Toshiba Tech Support which should be provided for free along with Support to do the Recovery.

You can also clean reinstall using any retail installation DVD for your version. I asked you what your Win7 installation DVD says on it. If it is a Win7 Ultimate Installation DVD then you can try extracting the ISO to unlock all versions, burn an all-versions DVD, then clean reinstall your licensed version with the Product Key on your COA sticker attached to machine. The steps to do all of this are here: Reinstalling Windows 7
