HELP! Stuck at "Setup is starting services"

Hi everyone,

I turned on my computer and i got a black screen saying "windows error recovery"
I clicked on "start windows normally" and the logo starts to load.
Then a black screen comes up saying "setup is starting services" and a pop-up titled "Install Windows" reads: The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install windows, click "ok" restart computer and then restart the installation.

I press ok, and the computer restarts normally but then it stays stuck at the setup is starting services screen, with the Install windows pop-up.

How can I fix this?

Thanks in advance!

When i press F, these are the options i am given:
safe mode
safe mode w ntworking
safe mode w command

enable boot logging
enable low reolution video
last known config
directory services
debugging mode
disable mode
disable automatic restart on system failure
disable driver sig enforcement

start windows normally

whenever i pick one of those, it loads to the setup is starting services page and says the same install windows pop-up.

This means that your installation is not far enough along to repair. You must start over.

Where did you get Windows 7? Did you burn the DVD yourself? If so, burn another using ImgBurn at 4x speed.

Try wiping the HD first: SSD / HDD : Optimize for Windows Reinstallation

Next remove all but 2gb of RAM to try install. Then swap RAM sticks if that fails. Test your RAM using memtest86 CD for 5-6 passes.

Do you have the latest BIOS version update? If so, reset the CMOS next: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

Report back.

I burned a cd from my computer, which already had windows 7 home premium installed, and it was my "repair windows 732-bit" cd. I'm not quite sure if that's the same as what you are talking about?

Can i burn another using ImgBurn at 4x speed on a different computer, because i can't do anything on mine, as of now.

Also, how would i check about the BIOS update?

I'm not computer savvy at all, so I greatly appreciate your help!!

Is the Windows DVD Startup repair the same as the repair windows 732-bit cd?

Not sure why your Toshiba is wanting to continue with installation if it came pre-installed with Windows 7. Had you set it up yet? If it is within a year of purchase, you should probably call Toshiba for the free tech support which is included.

If you burned a 32 bit Repair CD and your problem install is 32 bit, then follow these steps to set the CD drive as first to boot in BIOS setup: http://pcsupport.about.com/od/tipstr.../bootcddvd.htm

Once you get the Repair CD to boot, then run Startup Repair:

Yeah, I've had it for a little over a year.

I'm following the steps for the startup repair, using method two.

I'm going with the DISKPART option, and already I see a difference in the pictures seen on the forum and what i get on my screen. I don't know if they matter, but I'll inform you just in case they do.

to get to the "press any screen to boot your cd/dvd" screen i had to press F12 and enter the CD/DVD TSSTcorp CDDVDW TS-L633C-(S5) option.

then i pressed any key to boot from cd or dvd , and it says windows is loading files.
i get a "<selecting a process>" window giving me the options :
toshiba recovery wizard

system recovery options

I do not have any recovery media, so I select the sustem recovery options and click next.

then i get a "system recovery options" where i can only select a keyboard input method, the language is already selected to english.

then it has two other options:
use recovery tools that can help fix problems starting windows. select an operating system to repair.

if your os isnt listed, click load drivers and then install drivers for your hard disks.

under operating systems, windows 7 home premium is higlighted and it says partition size 228632 MB and location (c TI10260...

THEN the other option is to restore ur computer using a system image u created earlier(which i never did).

so i leave option 1 selected, and click next.

then i get the recovery tools

startup repair
system restore
system image recovery
windows memory diagnostic
command prompt
toshiba recovery wizard

do i select the command prompt?
