1) Theres nothing illegal about using the univ license, as long as you are authorized to. Universities do buy volume licenses from MS- there are normally 2 ways to activate these. One is through the KMS server for which the PC needs to connect to the campus network and win7 will be activated automatically. This is usually the way for desktops and PCs in computing labs.
The other way is through MAK keys which is recommended for computers not covered by KMS, you'll need to contact the Univ's IT support for instructions on how to go about it.
2) You cant anytime upgrade from a consumer edition to Enterprise, you need to do a clean install.

The IT people installed win 7 pro from their dvd, apparently it booted off that.
