i've recently reinstalled windows 7 32bit. i did not format the partition so older windows files are there and they are taking a lot of space. and previously installed programs are also taking up space. how to safely reclaim space. will just deleting old programs and windows folder solve this thanks..

Make sure there is nothing there that you need, such as doucments, pictures etc.

To make sure you didn't end up with a second installation of Windows will you post a snip of disk management for us to look at and be sure to post back with any further questions you may have and to keep us informed.
In the Windows start menu right click computer and click manage, in the left pane of the "Computer Management" window that opens click disk management and post a snip of that.

i removed old windows folders. but did not find a safe and comprehensive way to remove previously installed programs ans some drivers which are left behind.
You could use Partition Wizard to shrink the left side of the D: partition so that space could be added to the C: Windows partition.
Download and install PW from the link below; then right click the D: partition and click "Move/Resize" to create unallocated space to be added to the C: partition, just be sure to not shrink D: too small.

The standard way to uninstall programs is through Control panel-Programs & Features. If you're talking about left over folders/files and registry entries, you can remove the orphaned registry entries with CCleaner, as for the folders/files they'll need to be removed manually.
Bottomline is whether the computer's performance is as expected given whatever hardware it has. If that is so, dont bother too much about what used to be installed, and if it does bother you a clean install is the way.
i'm thinking of saving all the stuff in D:, windows and programs in C:.so don't want add more space to C.
i need to know how to remove previously installed program files in windows partition which could save some space. i could un install few of them but the rest don't have any wizards. and there are some old drivers installations as well.
Post a screenshot of the "Programs & Features" window so we can see what exactly is installed. Also in windows explorer, navigate to C: drive and tell us what folders there are (including windows) and their respective size.
as it seams i've got 2 options.
1. randomly delete old programs
i hope if i delete any system files i will be able to repair using the repair disk.
2. fresh installation.
so i'll be deleting old stuff and if any problems arrive i'll try the second option
programs installed.
