change language

I think most of you know you can't upgrade from vista to 7 if it's language is different. I saw a video in youtube. It about upgrading from 7RC to 7. He says drag the files from the DVD to Desktop. Open the folder and change some words in it and you can upgrade. So I saw a file name "lang.ini" in source folder. I open it in notepad and it shows.

I wonder how I can change it so it will fool to let me upgrade.

Second thing is how can I know what language does my current OS is?
