Windows 7: Re-installation

I apologize if this has been resolved, but I'm a little too frustrated to silt through the forums.
I'll make this quick, I want a fresh-clean slate windows 7.
I have a OEM version of windows 7 64 bit home premium, and to my frustration my DVD drive refuses to acknowledge that there is a DVD in the drive. It reads all other DVDs and CDs fine, but not this one.
This is the original motherboard this OEM was installed in so thats not an issue.
Am I just missing something stupid?

What happens if you reboot the computer with the DVD in the drive?

My boot BIOS states to boot the DVD drive first, CD drive second and then my SATA drive, and while it states that the DVD boot is first ( I get the press any key to continue) pressing anything will boot from the hard drive as is normal

It's not reading the DVD. If you burned it yourself, confirm ISO source and burn another DVD using ImgBurn at 4x speed with Verify.

If you have retail Windows 7 DVD, make sure it is clean without smudges.

Try writing the DVD or ISO to a flash stick using Ultra ISO: on File tab open ISO or DVD, on Bootable tab Write Disk Image, Format, Write. Boot under one-time BIOS boot menu listing for USB or HD's.

You may need to borrow or otherwise find another installer ISO for your version, or unlock all versions in any version installer to burn a new DVD or write to flash stick, then install your licensed version with Product Key: Unlock any version eicfg removal tool
