Update to Win7 Problem-Hardware coincidental or ACPI driver clash

I have Toshiba satellite L300 upgraded from Vista to Windows7 which now freezes on windows welcome screen...only if the charger is plugged in at start-up. NO problems on battery alone. No problems in safe mode. If running on battery alone all is fine until plugging in charger and screen will freeze full blue, white, black or any colour screen. All indicator lights show normally but the only way out is a hard shutdown. The battery charges normally. The charger is fine and I get same fault with a new identical charger for that laptop.
The power input plug and wiring all the way to the mother board are sound(re-soldered joints) and correct voltage is seen at MB.
Same problem persists with alternate hard drive.
All drivers are as up to date as I can find. Including Bios -Insyde H2O

Toshiba technicians say they have not heard of such problems. They should search the web as it is rife with similar stories. They suggest a new motherboard should solve my dilemma.

I guess I should just accept the referees decision and pay for a new MB but I just can't get it out of my head it is software related:-

a)Laptop runs and charges OK in Safemode..

b)Workaround-- I can start-up in safemode >go to Device Manager>Open Processors>rightclick Genuine Intel CPU and Disable.....(In Properties this shows as ACPI Compiant system Disabled)-I believe the CPU is now running at 100%
Shut down then start up in normal mode with charger plugged in..
COMPUTER WORKS NORMALLY (I think the fan runs all the time but CPU does not far)

c)With Processor now ENABLED start normally without charger.
Upon system loaded and running>Open Windows Media Centre
(Leave running.Minimise to toolbar) I believe the programme WMC tells ACPI to set CPU to 100%

I am in no way very IT savvy but a plodder and .like a problem and will give it a good shake.I believe I have an ACPI problem and not hardware.

Can anyone shed any light on where to go from here.

Sounds very much like a overheating problem, I would say the Toshiba technician is right.
Do you use the Notebook on your lap?
