Yes it does - But if you use the Wubi Installer it will Place the Windows Bootloader First then if you select Ubuntu from the menu it will give you the GRUB2 Boot loader

No - That is why I suggested the Wubi.exe Install Option because it will Boot into windows by Default

I have heard though that Wubi is a bit slower than installing Ubuntu without Wubi. Is that true?
Slightly but not Noticbly - It is slower because it is not Booting from a Partition but from a Virtual Hardrive within Windows
Hmmm, so are u sure I should go with Wubi? How much performance is lost from using Wubi, is it really not noticeable?
For your situation Wubi is the Way to go - And trust me I have installed it on my Netbook which only has a 1.6GHz Processer and works Fine
It is not Noticeable - Ubunutu is not as Resource "Hungry" As Windows 7 or vista
Ok I'm gonna use Wubi, so when I boot, do I have to press a button to display boot options, or will it automatically give me a screen to boot Ubuntu or Windows?
