Windows 7 Installation - Computer Shuts Off During Installation

I just bought a new hard drive and a brand new Windows 7 Home Premium 64bit disc and I am doing a clean install on the new hard drive. it seems that everything is going normal, but at a random time during the installation, the computer just shuts off. sometimes it doesn't even get to the installation when it shuts off. sometimes it shuts off in the middle of the "windows is loading files..." black screen. there are no beeps when it shuts off or when I turn it back on. there are also no error codes. whenever i turn it back on it simply acts as if it never tried to install windows and starts the boot all over from the disc. i have no idea what the problem is. Please help ASAP

none of those links helped. i had already looked at them and tried what they told me to do. I dont know how to access my specs because there is no prior OS installed so i cant see them. all i can say is i have a Intel core 2 duo processor with Abit motherboard, seagate 1TB hard drive, 6 gb Patriot ddr2 RAM (took 4 gb out because it said that might help but it didn't. i think if i remember i have an ATI Radeon graphics card. idk what version or anything but i think thats what it is

i have no idea what any of that is. also, if i need to use my keyboard or mouse for any of this, i cannot as for some reason they do not start working until my computer is already booted up so i cant use them during the boot screen

Check in BIOS for USB legacy is enable, & not disabled

Also it doesnt actually turn off at random times. it either turns off at one of 2 times. 1. at the "Windows is loading files..." black screen at the very beginning. or 2. at the "Setup is starting" screen after i click Install Windows.

EDIT: How do I get to BIOS and what is that
