In your OP you stated you saved two partitions during Windows 7 install which also created the 100mb System Reserved partition. This is not possible. The Windows 7 installer will not offer or create a System Reserved partition during install if you have any pre-partitioning at all. You must delete all.
Why is it you want to create it now?
