So worst case scenario I WILL be able to install Windows 7 on the new build using an unused family pack key this was what I wasn't getting... I was thinking I might have to buy a new OEM license. Thanks!

Is the Family pack Upgrade version? As far as I know that's all they've sold in Family 3 Pack.

If you have Upgrade version then you'll need a qualifying underlying license for the machine being upgraded, either the OEM which came with it or with which it was built by a System builder, or a full retail Vista or XP which you have available to use as qualifier.

Is this now clear or do you keep asking hoping we will give you a pass? As I stated this is all on the honor System since you can install Upgrade version to a new or cleaned HD using a workaround in the tutorial provided. But under the EULA there still must be a qualifying OS for using Upgrade version.
