I did read thru it, however it requires me to download a file when I CANNOT boot into windows as I've mentioned already.
I do appreciate the thread that you linked, but all I had was Command Prompt and possibly some way to make an earlier restore point which I could restore to (this option doesn't even matter at this point)

In the future if you have problems with Win7, follow the troubleshooting steps in my signature.

There is also a link there to get a perfect reinstall, which can help avoid problems.

We have to assume users have access to another computer to help them make the disks required to troubleshoot. That's all.
