You can copy out your files:
Copy & Paste - in Windows Recovery Console
If you can get into Safe Mode with networking, install, update and run a full scan with
Malwarebytes
If not Download, burn to CD or write to flash stick, boot, update and run a full scan with
Microsoft Standalone System Sweeper
Then from DVD Repair console
System Recovery Options try System Restore as far back as necessary.
Next from Command Prompt run
SFC -SCANNOW Run in Command Prompt at Boot.
If Windows 7 still won't start try Startup Repair again, or boot free
Partition Wizard bootable CD
make sure Sys Reserved boot partition or Windows 7 partition is marked Active, highlight HD, from Disk tab run
Rebuild MBR.
If all fails copy out your files then run factory Recovery from its partition or disks you've made or order from manufacturer, or boot Installation DVD to
Clean Reinstall Windows 7
