I take it you are trying to reinstalling from a OEM manufacturer's Recovery partition.

       Information
We always assume you have made your Recovery Disks using the OEM manufacturer's Recovery Media Creator app the first day you had your new PC.
& made the Startup Repair CD.

Did you make the OEM manufacturer's Recovery Disks?

For better help with problems, Can you post your specs.

Theog needs your system specs to be able to help you further.

Please follow the links he gave you.

Incidentally, SIW and Speccy are my two favorite programs for gathering info about my system.

Look though the manual for your PC. It may list a procedure for launching the recovery utility during boot up. You may be able to hold down certain keys during boot up and launch the recovery utility. If you can do that you may be able to finish the recovery and get your system bootable/usable again.
