I try again with the DVD and then get error 0xc00000e9... lol. I'm calling it the night. More suggestions are welcome and I will try them tomorrow. Is it possible that maybe the DVDs are bad? They are DVD+R JVC 120min 4.7gb disks. I've read that some people use a different disk and it works.

0xc00000e9 error code and Error Code : 0x80070002 means to me that your installation copy is corrupt. Beg or borrow a oem or retail Windows 7 disc and use your legal product key.
I do not understand why you have to use slot #4 for your ram. That indicates to me a hardware problem or BIOS problem. Filling out you specs would be a great help.

I'm only using slot 4 for ram because I've tried everything else. It works, and shows up in slot 1-4. Plus, my system came with the Ram in slots 4-2 and 1 was open. I'm going to burn the dvd again and see if I have any luck today. Specs are a few posts above this one on page 2 btw.

Tried DVD again, same settings as when I tried USB, it gets to the install screen, copies files pretty fast then gets hung up at 2% while expanding files for a while then I get error code : 0x8007045d

I'm honestly at the end of the road here... Nothing is working I'm thinking about just getting a new tower. I/O device error comes up, Sometimes it wont even load past the bios. After a failed install the HD isn't recognized anymore (in diskpart/windows installer it always shows in bios). Sometimes I unplug the HD and plug it back in, restart and the HD still doesn't show up. I've tried everyones fix for this and nothing has helped. The only thing I haven't tried is a brand new, factory made copy of Windows installer.

Unless someone comes here and has a magic fix... this issue is going to break me. I've tried every fix known, I've googled and tried stuff for almost 3 days now.... This is so frustrating.

By the way, I figured out where you guys wanted the specs. I updated my profile to include specs as well as them being posted on page 2 here.

I'm going to try and install a 32bit copy of windows and tell you what error I get (confidence is low at this point)

Edit:
Like I said, wouldn't work... Didn't expand files past 0% and I got error code : 0x80070002

Edit #2 : I tried with the USB and it actually gets to 30% and its stuck there so far...

Sounds more and more like a hardware fault to me...motherboard in general or IDE/SATA controller in particular. Who knows, your original drive which you went to replace might never have been bad to begin with...the only way to find out for sure is testing your setup DVD and the new drive(s) in a different machine.
Since you've been plugging your RAM around too, did you run memtest86 to make sure it's error-free?

Well I'll explain why I think its the hard drive. When this happened, my daughter was playing a game on the computer (specifically JumpStart). I had used the computer earlier and everything was totally fine. At some point it starts going extremely slow, then the computer freezes up. My wife restarted the computer and got a black screen with a bunch of white lines at the top. I tried restart and I'm told Bootmgr is missing. So I try to reinstall or fix windows and as soon as the Hard drive starts writing to it I hear a scratchy/clicky noise and then I got an I/O device error.

So I tried pluggin in the (supposed) crashed drive and it is 10x less stable than the SSD. Bios wont recognize it half the time. I did a Smart check throught the bios and it said Hard drive failure is immenent. So if Sata/IDe + Mobo seems to be bad, what Mobo do you recommend for my AMD Athlon II x4 630 processor? I need a cheap fix because I'm not going to get excited about my new SSD and just go return it (im stubborn). Any suggestions?

Well we haven't finished troubleshooting the install failure to the SSD. If you want you can skip to the last resort, which is to move the drive to another machine, install Win7 with all other HD's unplugged, then SysPrep the drive to prepare to move it back so it will start up on the old machine: SysPrep to move HD to another computer
