Try running Toshiba recovery from boot or recovery disks if you made them:

If it won't run, do you have a Windows 7 DVD to clean reinstall with the Product Key on COA sticker? Is this what you are using to reinstall now? Where did you get it? Did you burn the DVD yourself? If so confirm ISO integrity or download another and burn another DVD using ImgBurn at 4x speed, or write to flash stick using
Universal USB Installer with Windows 7 in dropdown menu.

If it fails, reset the CMOS:

While in BIOS setup set SATA controller to AHCI to try install. Unplug all peripherals.
