Because you said HD has performance problems and that is another possible cause - all the more likely if it passes HD diagnostics and Disk Check.

Deleting the partitions and creating new one(s) does nothing to address performance problems.

Have you run Disk Check yet? Be sure since it could be a file system problem, too.
