I'm typing this on a Sony VAIO I just reinstalled for a neighbor which has no USB boot ability and no setting in BIOS which even references USB.
See if you can at least reset to defaults on your Sony BIOS (this one can't) or use another method:

Then wipe the HD before trying to run Factory Recovery again:
SSD - HDD Optimize for Windows Reinstallation
Then I'd test the HD using maker's diagnostics/repair extended CD scan, and Memory using Memtest86 CD scan for 5-6 passes.
If this fails you can work with Sony Tech Support to take further steps including possibly RMA'ing the machine, or you can try clean reinstalling Windows 7 using a Windows 7 installer with the Product Key on COA sticker:
Reinstalling Windows 7 . This is a much superior install anyway.
